The announcement by the mayor of Linz, Klaus Luger (SP) to withdraw from the theater with the state of Upper Austria, further burdened the relationship between the state and the capital. For decades that developed interconnections, it could be called into question: the announcement "could blow everything up", proposed by Governor Thomas Stelzer (VP) in the first reaction.

Senior state politicians say the relationship between the country and the city can not be a "one-way street". The country is already working on a comprehensive research of mutual financial relations. Because they are extensive: from detailed financial arrangements to subsidies. Overview of the most important links:

Culture: According to the proposed theater contract, the city carries around 14 million euros annually to Theatore und Orchester GmbH (TOG: Landes- und Musiktheater, Bruckner Orchester). Municipality LIVA (Linz event GmbH with Brucknerhaus, Tips Arena, Stadion, Posthof) finances a state with about seven million euros. With € 1.2 million, the state supports the AEC (see also page 15).

infrastructure: Large transport projects, whether in public or public transport, are inconceivable without the participation of the city and the village. Although Vestring builds the Asfinag, ten percent of the costs are borne by the state and five percent are the city of Linz. The common common cost is currently under construction at A7 Halbach Dornach: From the cost of about 16 million euros, the city pays a third, and the rest divides the land and Asfinag.

New railway bridge construction is also co-financed: Contractually, between the state and the city, 40:60 costs have been agreed to cost about 57 million euros.

The planned second Linzer railway axis, which estimates it costs around 300 million euros, is not reckless without participation, no agreement, but a basic agreement from 2015, according to which the country would pay 55, and the city 45 percent. This key should also be applied to costly planning of around 30 million euros. For the extension of the tram to Traun, the state pays Linz AG a kilometer of costs for the operation.

Hospitals and Medical Faculty: Especially the health and hospital sector shows that inter-dependent urban-rural financial relations are interlinked and sometimes interconnected. At the University Hospital Kepler (KUK), which will be introduced under the auspices of the new "Upper Austrian Health Holding GmbH" together with the state hospital Gespag (OON), the city of Linz holds 25.1 percent. Because of this, the city has an annual financial obligation of about eight million euros, Luger charges. It talks about leaving the city, but Luger pointed out that the city was contracted by 2023. And this applies to another agreement: Initially by 2020, the delay period was extended in 2016, in exchange for an agreement on financing the bridge on the Danube.

The city of Linz participates in the cost of building a faculty of medicine promised by the federal state (222 million euros until its final construction) within the five-percent share of municipalities according to their size.

Financial Persistent Dispute: The history of the difference is also slow over the years of "internal financial equilibrium". Luger regularly charges the country that the state's payment of 125 million euros, including 55 million hospital contributions, has almost doubled since 2004.

The state of the VP is always angry: The country intensively invests in Linz and pays for its activities in the city also "significant municipal tax".
