Licensing applications begin on December 17, and illegal hemp sellers who served after legalization on October 17 will not be eligible to receive cannabis sales licenses.

Licenses shall not be issued to any person or organization having association with organized crime, and applicants must prove the status of their tax compliance to show that they are in good standing with the government.
