New regulations on monitoring and quality control of solid fuels

On November 4, new regulations on monitoring and quality control of solid fuels came into force. Their goal is to limit the sale of low quality coal causing air pollution. In the first wave – from September 12 this year. flotation plants, solid non-fuels and mixtures containing less than 85 percent were sold to household furnaces. hard coal.

Standards for hard coal, briquettes or pellets that contain at least 85 percent have now been introduced. hard coal, coke and semi-cork from hard coal and lignite sold for households and installations up to 1 MW.

If the fuel does not meet the quality standards specified in the Minister of Energy Regulation, it can not be sold to these customers.

Now coal or coke customers will receive the so-called solid fuel quality certificate. This is a document, a model prepared in the ministry, containing information such as grain size, calorific value, ash content or humidity. A copy of the seller must be handed over to the buyer, and the original must be kept for two years, and if the certificate is not submitted or the false information contained therein can result in penalties.

Portal portal Polish-vegiel.pl said that customers who want to buy low-quality fuels (for example, sludges) for installations with a thermal power of 1 MV must provide a copy of the certificate of initiation of such installation. Certificates are issued, for example, by age, and are valid for only one year. Copies of these certificates delivered to the fuel depot must be kept for 5 years.

The National Trade Inspection is to check compliance with the new law, and entrepreneurs who sell fuel that do not meet quality standards for households or installations less than 1 MW face a 10,000-dollar fine. up to one million PLN or a prison sentence of up to 5 years. From 10,000 to 100,000 PLN will be fined for a seller who will not issue a quality certificate or will contain incorrect information or will not give a copy to the buyer.

Łukasz Horbacz, President of the Polish Chamber of Commerce for coal production, says that the fuel quality law, combined with pre-introduced boiler standards, can lead to a limitation of air pollution with exhaust gases. – It is important to educate clients not to look at the low price only, but more importantly – the unit price of energy, – he comments.
